Abstract
In Ecuador, the declaration of emergency, according to reports from the State Comptroller General's Office, caused public sector entities to use public resources inappropriately. Public procurement in a state of emergency, shortens the control processes, which could lead to their inappropriate use; This research aims to identify the elements applied in the control system in public procurement in a state of emergency to guarantee an optimal use of public resources in Ecuador, for which an exploratory research was carried out, a little-studied topic is investigated in Ecuador “Elements of the Control System in a state of emergency in Public Procurement in Ecuadorian public entities”. The Research is descriptive because it relates the problem and the phenomenon studied, and; It is explanatory since the expected results explain the phenomenon analyzed. It is identified that there are regulations and processes that regulate purchases in a state of emergency, however, officials do not apply them appropriately, harming the beneficiaries of the public services provided by the entities.
