Direct hiring for emergencies as a hiring procedure in times of pandemic

Abstract
Objective: Describe the scope and relevant aspects that public contracting during the COVID-19 pandemic in Peruvian public entities, seeking an optimal management of public resources in the contracting of goods, services and works directly related to health care, prevention of disease or reduction of the negative impact of the pandemic. Materials and methods: A bibliographic review was carried out, systematizing the information collected from research published in journals such as Scopus, Scielo, Dialnet, Redalyc, as well as research reports from other Institutions such as the State Procurement Supervisory Body and the Office of the Comptroller General of the Republic. prioritizing articles whose age does not exceed five years from its publication. The research is quantitative-descriptive, with a non-experimental design. Results: To respond to the health emergency situation, Latin American countries resorted to direct contracting as a procedure. During the health emergency, reports of corruption increased by 700% in Peru, due to contracting. Conclusion: Public contracting during the Health Emergency has been negatively affected by various factors, including corruption, the direct contracting method generates wide margins that allow corruption, limited control and auditing and the lack of ethics and suitability of the operators of the rule. Likewise, the rules that regulate contracting do not constitute a problem, but rather lies in the inadequate or improper application of the same operators.
